I would say that while most LEOs are brighter than this, there's a few bad apples out there. A recent federal ruling (St. John vs Alamagordo) make it ILLEGAL for LEOs to detain or harass someone simply because they're carrying a properly-holstered firearm. Given this, a wrongful death lawsuit for shooting an unarmed mas would almost certainly be successful.
It's time LEOs start policing their own! Do no tolerate sloppy fellow officers who might tend to commit this sort of heinous crime.
