Unsafe working practices Malta

So a Maltese employer who owns a big shop nearby is doing some changes to his property. He has employed 2 immigrants, one of whom you can see in this video, working in construction without the proper safety equipment. Moreover, their unsafe practices means that pieces of stone are falling into my house backyard. What would have happened if someone got hurt? The cops checked it out, but 30mins later business as usual. It's Malta!

No point in guessing whether the immigrants have a work permit or not, the point is that the construction world in Malta needs some serious regulation and enforcement.
