The music begins @ 0:28 was used in the 1929 Oswald the Lucky Rabbit short Permanent Wave, seven years before this Mickey Mouse cartoon was made.

@rickylascaze001 You're right. These old Disney animated shorts were made to show in the theaters, like the old Tom & Jerry cartoons. Hence the quality. "Johnny Test", meanwhile, is meant for viewing only once on TV (and that is if people don't have anything better to do.)
