Though driving a car at high rates of speeds in a populated area I wouldn't recommend and it's safer for the public if the guy took off on foot thru yards or something then try to out drive the police.

Most suspects who have weapons do not use them unless they are threatened by other gang members only in self defense since they aren't as stupid as you think unless you can tell they are mentally ill

They know the price of shooting in public and don't want any more attention then they have to

I don't blame him for running especially in today's world because anything you do can be mis interpeted so who knows what kind of scenarios are going on inside their heads to propel them to run hard

I bet if you were to get patted down in an unexpected nature you would twitch a bit and then get charged with Felony Resisting before being taken to the police station most likely for either looking like a suspect or political *hate speech* which can mean anything the government deems fit.
