Several reasons. One being that some people just like GIMP's interface better, like I do. Another reason could be cost, Photoshop is incredibly expensive. And finally, this reason relates to the previous, some people don't want to pirate software, because it's illegal.
Me, I use GIMP because I like it.

Listen. If you have a full and complete copy of Photoshop CS4, that was in no way paid for by anyone (be it yourself or another group), and you think you got it LEGALLY. I've got this beautiful plot of ocean front land in Kansas to sell to you. Dirt cheap.

It's called "recordMyDesktop," and it's for Linux and FreeBSD (not Windows), and I was using the gtk frontend for the program.
