http://www.euronews.com/ The Afghan President Hamid Karzai has blamed foreign countries for the corruption in government departments.
Speaking at a ceremony to mark International Anti-Corruption Day, the Afghan leader said he hadn't seen any sign of success in tackling corruption but acknowledged the need for reform.
"Corruption in Afghanistan is a reality. The part that exists in our administration represents a small portion, it's bribery and the fault is ours. The biggest part of the corruption in our country, that involves hundreds of millions of dollars, does not belong to us. It has been imposed on us in order to weaken our government," he said.
The scandal surrounding Kabul Bank not only revealed fraud on an enormous scale for such a poor country, it also implicated some of the Afghan elite - enabling 12 people to share the equivalent of nearly 700 million euros.
Afghanistan is regularly ranked as one of the world's most corrupted nations.
Billions of euros worth of future aid is tied to a serious effort to stamp it out.
