Having a child work just the arms facing the wall (grabbing, pulling, recovering), and then with a stroke bar is a better approach. A noodle gets in the way of the power phase of the stroke. Swim strokes should be broken down into their components and then put back together to emphasize coordination. Trying to teach arms while the child is kicking and balancing their body is useless. Start at the wall, isolate the arms and then bring it back into the stroke when the isolated skill is mastered.
