simple. when you need to use your gun in an emergency at home, it works. If you remove the gun from the property, it stops working. It has to be near your house to work. If all hand guns worked this way, they wouldn't be stolen and used on the streets by thugs. You must wait 3 weeks before you can get your gun from the store after buying it so your background can be reviewed for any felonies. Guns should be highly restricted and regulated but still available for the law abiding citizen.
