Targeted Individuals are usually: People who have filed a complaint, have blown the whistle, or who have openly voiced their protests against a person(s), business, corporation, or government.

They can also be someone who is going through a divorce or separation, or someone who has made a bad enemy.

Sometimes they may also be people who openly demonstrate or speak against certain government policies or actions.

Also, many believe that they may be chosen as "a target of convenience" or as a subject in a military or government experiment.

People may also be targeted for personal gain.


Perpetrators can be anyone from your neighbor, your estranged spouse or partner, the F.B.I, law enforcement, right-wing extremists, and religious extremists to street gangs and organized crime.
