George Deukmejian was elected governor of California in 1982 and took over during a major state budget crisis. By the time he ran for re-election in 1986, he could claim having taken the state from "IOU to A-OK." Unfortunately, as the Cold War ended and the U.S. economy went into recession in the early 1990s, the state suffered another major budget crisis which was left to the next governor - Pete Wilson - to deal with. In these comments made in 2005, Deukmejian reflects on the problems of the state budget.
