A person is smart (usually)
A mass of people are dumb, they panic, over-react and do all-sorts of stupid stuff (e.g. the insane stress about the Y2K bug) it's easier for the government to tell a simple lie than to have 80% of the population whine, panic and as above do stupid stuff, and then the government has to do extensive investigations and what not. When its easier to cover up something like no body ever knew.
