It's episode 5 of the Orochi saga. KOF 98 was pure fighting dream matches with no story line, it was 94 when it all started with Rugal and the introduction of the Orochi story and therefore 99 is episode 5 of the saga.

2002's is crap.
2001, while the art isn't really that awesome, but at least they tried and they didn't just make a lame-ass sequence with the in-game sprites.
KOF2003's is good, I dunno why people don't like it. Sure, not KOf96 or 97 level, but it's far from being as crap as 2002's.
