Taken from above Mears Park during the demonstration and lead up to a march organized by Poor People's Economic Human Rights Campaign on the afternoon/early evening of Sept. 2, 2008, in Saint Paul Minnesota. (see newspaper story here -- http://www.startribune.com/politics/national/conventions/27782184.html?elr=KA... )
What is shown is not the actual march. The main body of the march is either obscured by the trees, or is obscured by the building and is over to the northeast (to the left of the video frame). What is shown in the video involves an incident between the police and some (I could not tell how many) others (I could not tell if they were protesters, journalists, or bystanders). Given that this was taken from a balcony over 100 feet up and about a city-block away, I obviously cannot say for certain what was happening, and I do not attempt to make conclusions where I have insufficent data. Sorry about the low video quality.
