No... in NYC it is illegal to cut up a street that has been REPAVED for 5 years, b/c our govt is 100% incompetent. EX: they'll repave a street and then the Dept of Public Works will cut the street up a week later.

But Rudy and Bloomberg broke that law hundreds of thousands of times. It's one reason super-rich NYC has third-world streets.
