Finland used to be at the top for years. It is strange they allow one city to be compared (Shanghai), which happens to be the richest in China. Hardly comparable.

What he means is that they sit on huge resources compared to ours, Shanghai being an insanely rich city. That being said their students work harder. Ours focus more on discovering facts, theirs is more about memorizing facts.

@Irishstew97 grades in Finland do not mean anything either, since schools are so easy anyone can get good grades with minimal effort. And Finns can't think for themselves either. Their national hero betrayed his wife, his country to join Russia, then Russia to join the Nazis, then the Nazis to join Russia, then Russia to gain independence.
