I think it's a flashback, though. It might be short when she first joined the Federation, and she grows it out in time for the actual game. Who knows.

Chain of Memories was a GBA game, and 358/2 Days will be a DS game. I'm not sure why it was advertised at the Nintendo presentation rather than Square Enix, but that's how it went.
