Joey was on the show three years before Matthew, but yes, having both Lawrence brothers on in that sixth season was a sign that NBC was desperate (as well as the producers).

Lara Jill Miller and Kari Michaelsen were the only two reasons I watched this show, when they left I couldn't have cared less about some 80 y/o dude and the two Lawrence boys.

Rosie O'Donnell reportedly didn't get along with Nell Carter. She disliked being called by her character name on the set, but they did that because they didn't want Joey or Matthew (especially, being newer) to blow takes by calling them by their real names. They did the same with Full House. Candace, Jodie and the Olsen twins called the adults by their character names. The three ladies on the show were apparently let go by NBC... they didn't quit.
