PEGI is Pan-European Game Information, the European equivalent of the USA's ESRB. While they fulfill the same function, PEGI has different priorities. Europeans aren't freaked-out by nudity, but they have a lower threshold of tolerance for blood and gore.
PEGI also rates for some things that ESRB ignores. See their website if you're really interested.
