I noticed that everywhere I went - people would say hello, I'd answer back, and then they'd all laugh!

@bquietmusic They laughed because they thought you were friendly when you answered back, and what else could they said to you except for laughing? They don't speak English.

I appreciate people who uploaded these kinds of videos. Bring me back to my childhood. Never get bored of watching them.

I think that the Vietnamese are just shy people in general, so when you say "Hello" and they are able to answer back (because that's one of the few English words they know), they are laughing out of shyness. Also, because they're on camera and you're laughing right after you say it, so they laugh back nervously. You have a nice, hearty laugh. Thank you for sharing.
