He's not flip flopping. He made a point of what he wants to happen in a preliminary debate. It's hard to gauge how long an action as drastic and withdrawing all troops in Iraq will take, especially when you aren't even the president yet.

@birostrisphile uhh...."combat troops" and "U.S. troops" are the same thing. there is no difference between the two. if you are trained for combat situations--wether it be just in basic training (boot camp) or as an MOS--then you are a Combat Soldier. thus part of the "combat troops". they are one in the same.

He obviously got new information as he became president. Even though I don't like him I do admit candidates don't know everything going on in the world this is why they spend so much time getting briefed.
