I would have to disagree with you, there is nothing wrong by putting rock music in a Sonic game. Besides, the entire soundtrack isn't completely rock, there are a few different mixed genres on the soundtrack.

It is rather fitting that they call it "Sonic CD" because it has really great and unique music for the Sonic series. Both the USA and Japan versions are great to listen to.
