@Anupjadhao thats because you have a limited account i have that same problem and im a hacker so all u need to do is find another way because you administrator has blocked it......i found a way but it doesnt work for me try this
open command prompt
type in net user administrator/random

who ever posted it this way is for win XP aand previous versions of windows not fo vista or win7 they are far mare secure then you think
the reason it before XP windows and DOS mode use common KERNEL that is not the case of XP or newer versions
the reason it worked in XP is because XP does NOT VERY STRONG KERNEL
TO VIEWERS : TRY some other method for VISTA or 7
