You should rent the movie "Billy Elliot" (2000). It will explain everything much better than any one person could. This is a dance from the Broadway musical version, which I have not seen. But the dancing is awesome!

Billy loves to dance, but his father won't allow it, and so this is kind of his 'angry dance'. You should look it up on internet, because it's a bit too much to explain!

Love this show, love this Billy!! The best,
however,
the t.v. director for this award show leaves a lot to be desired. When you only have 3+ minutes to show a 'number', it's sad that there is such bad t.v. direction.
