yes you can get your war steed, level it, kill mobs etc in rohan but cant do quests in the region.

Terrible! Enjoy the cash grab while it lasts. Most will still be slaves to this lazy effort due to time invested. Ill take my chances with other mmo's. lol dude,no fuckin offence but skyrim isnt a bid deal at all,it kinda sucks...i love lotro better than any other mmo's,and im not vip ,ima a f2p person,im goin the hardway and ive gotten used to it,who told ya u must pay for game?
