While the story as a whole is a foil for Ozymandias, parts of it are meant to also to reflect on the actions and mindsets of Rorschach and Dr. Manhattan.

Moore said this was a foil to Ozymandias but by the looks of this it's more of a symbolism with the capture of Rorschach and his madness
