It's Venus. The "pulsating" and "colour changes" are due to atmospheric refraction.

I am quite open-minded about visitors from Elsewhere and this is fascinating but I ask myself: If these guys want to communicate why don't they land and talk to us. If they want to stay hidden why fly round with lights on?
