No, that's unlocked from beating the main game, except in the Gamecube version where it isn't there at all.

Agreed. This level wouldn't be TOO bad if the map wasn't so confusing or all of the hourglasses gave you more than just 30 seconds.

i nearly got 5 stars on this area with leon but then the enemies stopped spawning and the time ran out when i was at 5700....

getting 5 stars is a bitch with Leon. Not so hard in the Village and Castle, but the Base and Waterworld are MURDER! With Ada, Krauser, HUNK, and Wesker, they are all easy since the other 4 characters have great weapons
