The glute max's main function is hip extension and lateral rotation. It is often inhibited by being in a stretched position such as sitting. If the hip flexors are shortened and tight, the glute max if often inhibited and doesn't function properly.

Here's a great activation exercise that wakes up the glutes. Do this prior to training the lower body.

This coupled with stretches for the hip flexors will establish proper firing for the gluteus maximus.
