The panel was introduced by Ambassador of Norway to the United States H.E. Wegger Chr. Strømmen and included the participation of Dr. Alan Kuperman, an Associate Professor at the LBJ School of Public Affairs and Director of the Nuclear Proliferation Prevention Program at the University of Texas at Austin, Mr. Kenneth Luongo, President of the Partnership for Global Security, Cristina Hansell, Director of the Newly Independent States Nonproliferation Program, and Ferenc Dalnoki-Veress, research scientist, both from the Monterey Institute's James Martin Center for Nonproliferation Studies (CNS).
