What are you on about, you put those screwdrivers on insulated flex wire to see if its live or not, its not for Continuity testing (Note even through the flex insulation they will light up). They are disghned to pick up static electricity, and even if you put it on a earthed metal chassie and it lights up, it means that the appliance is earthed properly. I would go see a sparky to be advised right. By the looks of things that washing machine is perfectly ok and nothing to worry about.
Was the machine earthed properly? If it's chassis did not have a reliable connection to earth then you might have been seeing capacitive leakage from the motor, suppressor or wiring. It may have been the circuit it was plugged into that was faulty.
