@roundthirteen I would guess they are full of frozen foods. Union Pacific Fruit Express was on the head end of passenger trains. (Express is the key word here)

@DrAlco New Haven Railroad had Hancock Air Whistles, so did MN&S in Minneasota and PM in Michigan. I would bet since this is a eastern train this is a ex New Haven whistle.
