The piracy is taking place far outside of the 12 mile coastal limit, as far as several hundred miles away. This is piracy, this is illegal.

The dumping is not proven, some unknown entity did a "Study" all the reporting is being done by internal and activist forces. Also no one is fishing in Somali waters.
