It's not necessarily passivity, Effy's just afraid of getting hurt. Because of that, she has difficulty showing love & receiving it. In Season 1, she coped with that fear by not speaking. Now, she puts up walls so that people can't get close to her. That's why she's so mysterious. She pretends she doesn't care about others, when really she does...A LOT. We got the first glimpse of that in Season 2, when she says to Tony "Love, love, love. What is it good for? Absolutely nothing".

I sometimes feel as though I'm the only one
who's more interested in the built up- dynamic between Cook and Effy
rather than the rarther depressing instant-love of Freddie and Effy
looks interesting.
