For me i think for a girl to approach the guy as a for sure she is interested instead of the usual you putting yourself out there and 87% chance of major failure. I don't think girls know how it feels to be turned down.

If it's an active environment, I'm really outgoing and if I've noticed him staring at me I'll make a cute comment on what's going on around us. This way you've broken the ice and if he's been wanting to introduce himself he can without feeling weird or unsure. swear to u it works like a charm. It breaks the ice and still allows him to approach you!

Be careful how you say "make yourself known." Some girls take that to the head an the next time they go out the wear revealing clothing, excessive makeup, and strong perfume. That attracts attentions for the wrong reasons.
