This record was made at a coin-op recording booth somewhere at Ocean Park Pier. This would not have been the pier of the late 1950's it would have been the earlier incarnation, probably the 1940's when this type of record was popular.
There is a great home movie on YouTube of OPP in 1954. Search Ocean Park Pier and it'll come up.

In amusement parks and penny arcades from the '30s through the '70s, there was usually a coin-operated "recording booth" on the side, where, for a small fee {25 cents?}, one (or more) could make a brief recording [on a small aluminum or paper-backed disc] for their friends, relatives, or their own amusement {"Hi, Ma! This is Irving, and I'm here in Los Angeles, and this record is just for YOU! Do you miss me? I do, too.."}.
