Dear Mrs. McGovern,

As a follow up to our phone conversation this morning and as a matter of full disclosure, I am sending these links and attachments to apprise you of other underlying complexities related to our case, which not only deals with unfair labor practices but also an investigation into possible criminal wrongdoing at the Health Department. We believe that for the aforementioned and following reasons, we were retaliated against:

LAW ENFORCEMENT PARTNERSHIPS: Philadelphia
Many new complex financial investigations, involving significant alleged misappropriations, fraud, corruption and misconduct have been opened as a result
of our partnerships with law enforcement. For example, ongoing investigations include:

• a $200,000 embezzlement from a city health department program
• double-billing schemes and fraud by contractors
• a theft of approximately $70,000 from a quasi-government agency
• A city employee who distributed city cell phones to unauthorized individuals, resulting in a significant loss to the city.
• A city employee who stole a city-owned house, valued at over $100,000. A ongoing investigations at the health department which includes our former private,city and federal managers.

No article regarding employees who work for or within the city of Philadelphia can be complete without the inclusion of contract workers. Contract employees occupy unique and tenuous positions in the network of city and federal workers who supervise them. My case in point is my own. Disease Intervention Specialists (DIS) are the only contract staff (not feds) to do the federal work of investigating, locating and treating people with sexually transmitted infections, such as HIV and syphilis. These positions are severely understaffed, especially now after four of the most experienced of the staff were "laid off" (i.e. terminated). We were the union organizers who worked for 6 years to join District Council 47 white collar union. Our grievance list was serious and lengthy, the federal staff dismissed it after responding to it point by point in an e-mail. They opted to change our contract to a new vendor which enabled them to force a staff of approximately 14 to reapply for positions some of us held for over ten years. Upon choosing to dismiss the most experienced of us, they chose to evacuate the building upon return of rehired staff as they thought those of us terminated would react violently toward supervisory staff or the decrepit buildings we worked in. Each one of us had a good record, some were exemplary, all were treated unfairly and now are blacklisted in a bad economy. The real losers in this scenario are the people of Philadelphia who have positive tests for syphilis, HIV, gonorrhea and chlamydia, there are not enough workers to keep up with the flow of these common infections. Instead of rehiring the experienced workers the city would prefer we spend our days visiting attorneys, the National Labor Board and making good on our promise to see this case to make sure it does not happen to the workers left behind. If you or someone you know has recently has any STD testing, make sure you call and get your results. It might be a LONG time before a worker is assigned to follow up with you before you wind up in the hospital. Union Busting is Disgusting!

    by on May 24, 2006 - 01:57 PM You can't tell from the newspaper art whether Donna Stroup actually took fed. funds for her own personal use or whether she just erred in how she documented her expenses. This focus on Donna Stroup's crime is probably a diversionary tactic to try to get public attention off of SR mang. which is under scrutiny by Congress.

    I agree completely. Misuse of bonuses using taxpayers money is no less fraud than is improper documentation of travel costs. In fact, the latter costs the taxpayer nothing because no one has proven that Donna Stroup billed the government for more than her actual travel expenses.

    I have been in various leased offices at CDC for the last 20 odd years. Now we are being sent to another one of these overpriced lavish buildings on the Chamblee Campus. Our overhead is doubling to be in Government owned offices. Is this any way to wisely spend taxpayers' dollars?

Taxpayers or Bush himself i.e. Brownie, Alberto Gonzales, Scooter Libby, Donald Runsfeld) better hurry up & make a decision to remove CDC leadership (appetizers: Gimson, JLG then all the cronies down the chain) b4 another scandal breaks out & implicates CDC'ers who shouldn't be the first 1's take the hit.

    NEWSFLASH!

    CDC is not interested in public heatlh. They are more interested in CYA until a better much more high paying job is offered them outside this agency. They are holding on by a hair until that happens and they can safely exit. Self interest is the name of the game. Forget about 'first do no harm'........these people could care less.

  • Re: Bush Aide Blocked Report Aug 04, 2007 - Great description of many of the "new CDC" "leaders" & some are not so new, just newly entitled with pseudo-business credentials. This sense of entitlement all over federal government, if unchecked, is going to eventually lead to the kind of moral and economic decline that lead to the fall of the Roman Empire, erosion of the once-vast British Empire, and end of the Soviet Union and its satellites.

  • I just hope that they leave enough of an honest, middle class with a true work ethic for our country to survive. Otherwise this may be the end of the American era. It was never business per see that made the United States unique and thriving--it was democracy, freedom of speech, and equal opportunity. A plethora of natural resources also helped but don't guarantee success as evidenced by other parts of the world with resources but a miserable standard of living.
