Sounds like he's increasing the individual cylinder injector jerk pump to clean out the injectors. He could also be opening a test cock that opens into the exhaust to check compression. I'd bet on the former.
That didn't start with too much difficulty. To say that it hasn't run for 3 years shows what a marvelous piece of engineering it was in the first place. Plus, obviously, the skill and patience of the ELR engineers. Nice one lads!

Yes hes individually increasing fuel rack position for each injector to make sure the cylinder in question is firing.
