I would say it is more metaphoric of a civilization of hubris, filled with people who think themselves equal to God (gods). Yet, ziggurats are established facts, and many Sumerian and Babylonian kings and queens were later deified in their cosmology. Indeed, while alive the Priest-Kings were often considered the living embodiment of gods, as in channelling or divine possesion (as with divine possession in voodoo).
