Like said in other comments, it is a tanker. That red box has a collapsible pool pretty much and if there is a big structure fire of some kind the firefighters can unload that pool, dump the water in it like they are doing in the video and go get more water while the engine at the scene can draft water out of the pool and have plenty of water supply.

This is a Tanker or Tender depends where you are from. The Red "thing" on the side is a porta-tank. It is placed in front of the engine and is used to hold water. This way the tanker can dump all of it's contents at once and go refill while the engine uses the the water. Where the water is coming out are quick dumps. they are 12" square and allow the water to drain in a matter of seconds. They don't all have to be used at once. We have a 2000g and a 6000 gallon super tanker (tractor trailer).

They were shooting a commercial! What else do you think they are doing - either washing the road to minimize dyst - or its a 'continuity' issue from 1 scene to the next - with wet pavement..

It is difficult to shoot a commercial near asphalt. Asphalt is glares. So they wet it down. I am a Firemen and I also shoot video. He is putting a bit to much down however it just runs off. Check out movies on TV or in the studio especially at night, most of the time they are wet.

Hmm, must not be very many Firefighters here with Tankers ... Was there a fire close by? Allot of Fire Depts that I know of have a policy to dump the remaining tank water if the tank isn't either TOTALLY FULL or TOTALLY EMPTY before you drive to remove the risk of the water sloshing around and causing an MVC.
