yes because you can't compress water any more than what it is. and it can only expand. other hard materials contract and expand with condition change which means they's constant state is in mid state of density. they use water to cut metals too. Did you know that they discover they can now generate electrical power from just jetting water against a flat surface. Yup, we unlocked our DNA but we barely touched the potential of power outside its use though mechanics

this is actually a water jet cutter at work, it is infact high powered water with tiny sand particles in it to make it abrasive, if you think this is good it can cut through alot more like 10cm thick steel!

BULLETPROOF does not mean it will stop anything. It's designed to stop/resist bullets, not designed to stop high powered water.
