It seems like these huge budget gaps do more damage than just absence of services. Transportation programs that are closing or scaling down are going to have to be reinvented next time there is funding, and you lose not just the service but the system: the wheel gets reinvented in every boom economy and broken in every bust. What can transportation programs - and associations - do now to make the eventual reinvestment in transportation more productive?

With the current economy, the budget deficits of the states are not surprising. It is saddening to hear that health and welfare programs are more likely to be cut than programs that do not directly affect a person's well being.
