All right, well... I've discerned that the tattoos change based on the karma level of your character. When you reach a new level, it does a "cut scene" and shows you change (kinda like Sailor Moon).

FYI, Cole was wearing a jacket during the first game so you couldn't see his arms. In all likely hood he had the tattoos before the first game.
