They do, in Europe, half the cars sold there are diesel. In the US they seem to prefer petrol, so a petrol hybrid was seen as the way to go. But it probably wouldn't sell well in Europe as its a complicated way to save fuel when a diesel can do better and car buyers like diesels. Europe will get the first diesel hybrids, then we will see incredible fuel misers.

We had the same problem here in NZ until recently, too much sulfur in the local diesel so the latest diesels couldn't be sold here. Diesel here is a little cheaper than petrol, always has been. Combined with much better milage makes good sense for high milage drivers, but do cost more to purchase.
