It was done in 1983 in Sacramento at the Ice House Arena and the American Ice Plant on Del Paso Blvd. The Arena burned down last year I believe, not sure if the plant is still operational. Check out the 7:31 minute version on YouTube that contains an interview with Eddie and Sacramento DJ Dennis Newhall on a program we used to launch the video on Channel 31 in Sacramento.

I believe it was filmed in an ice house in Sacramento, I'm guessing around 1982 or 1983.

Wow, does this bring me back. Loved Eddie and the Tide. Saw them at Keystone Palo Alto, the Stone (San Francisco), The Catalyst (Santa Cruz), and College of San Mateo... if memory serves.
