for those who can't figure it out, here are the instructions:
1. toggle quick mask on (via box in lower left, or select > toggle quick mask)
2. brush colours black/white
3. eraser tool, erase areas with skin (areas to be airbrushed)
4. paint with black to put the mask back on areas if you mess up
5. zoom out, toggle mask off, will convert to selection of areas not masked
6. filters > blur > selective gaussian blur
7. they used blur radius of 3, max delta of 30
8. hit ok, deselect, you're done.

Not a tutorial at all. More a demonstration for people who already know how to do this. No audio, therefore a complete mystery what the hell is going on here. Suggest you look up "Tutorial" in a dictionary. Meteoric fail.

That is using Quick Mask: toggle it and then use the eraser tool to mark the area which will be later turned into selection.

The icon is at the bottom-left of the image window. Or in the menu, Select -> Toggle Quick Mask.
