No this is the result of Japan losing losing the war. The once proud Imperial Japanese Navy got reduced to the JMSDF because we told them to make a peace constitution. Obviously in Japan, members of the JSDF are technically civilians so they resign, instead of getting discharged after X number of years. This means that they have a hard time keeping their troop strength due to how easy it is to quit. Most of the time is because they get bored waiting for action, xcept for those who went to Iraq
