It's a television term. B roll is footage you can use for multiple stories and is background generic shots of things or places. Like nurses checking a patient. Anytime you talk about nurses? Just go to that footage. When I worked in television we'd have people phoning us saying please take them off TV because people tell them they saw them on TV every few days. There is A roll too but you can look that up if you're interested.
