That rat is a consenting adult. He was the one who chose a chihuahua costume for Halloween and dressed himself. No kidding, all the buttons lined up and everything. Then his mother rat thought that a pirate costume on top of the "dog" costume would be "just cheeky". The rat's owner did tie him to the string to avoid frightening Englishmen.

It's a really big rat in a dog costume who then decided to wear a pirate costume on top of the dog costume since after all, it was Halloween.
