Yeah..the politics are a little hard for the mind to penetrate.
Technically, Sisteena is a Backrum. Once upon a time, Gargastan, Walsta, and Backrum all made up a single nation of Valeria. Lodis (Rodisiti in Ogre battle 1) is a foreign empire that took over Palatinus (Ogre Battle 64's setting) and "helped" Backrum when they were in a pinch, but Backrum lost some of its indepence to Lodis.
Sisteena's group probably resists Lodis, and that means fighting the Backrum Gov't. General Bad rep.
