@jojothebanjoguy That's because you can only get 3 a day, just scan them once and every day you will get 3 new pokemon

That is not all. Where is the four last pokemon. There is more than 150. They lie. There is six more pokemon. So there is 156. What do you have to say about that?

@SpashBanjo Beacause no one knows their QR codes. They most likely will be distributed in events in the future. At least that's what it says when you click on Zekrom on the official site of Pokédex 3D, that some QR codes can only be get in special events.
